National Consultant – Gender‑Responsive Legal Assessment of Ethiopian Immigration Service

About the role

The International Organization for Migration (IOM) seeks a National Consultant to lead a gender‑responsive legal and institutional assessment of Ethiopia’s Immigration and Citizenship Service (ICS). This assignment supports the Regional Counter‑Smuggling Programme (RCSP) and aims to embed gender equality, disability inclusion, and protection considerations into border‑management practices.

Key responsibilities

• Conduct a comprehensive legal and institutional assessment of the Ethiopian Immigration and Citizenship Service with a gender‑responsive lens.
• Analyse existing policies, procedures, and institutional capacities related to border management, document fraud detection, and trafficking response.
• Integrate gender equality, disability inclusion, and social inclusion perspectives into the assessment findings.
• Prepare a detailed report with evidence‑based recommendations to strengthen aviation border management and align with international standards.
• Collaborate with IOM Ethiopia, government stakeholders, and RCSP partners to ensure findings inform programme implementation.

Required profile

• Professional experience in gender‑responsive legal assessments or similar migration‑related evaluations.
• Familiarity with immigration, citizenship services, and border‑management frameworks.
• Understanding of regional counter‑smuggling initiatives and protection‑sensitive approaches.
