Consultant to Support Government Strengthening of PSEAH (60 days)

About the role

UNICEF is seeking a National Consultant to support the Ethiopian government in strengthening its Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) mechanisms. The assignment is for 60 days and will be based in Addis Ababa.

Key responsibilities

• Draft Standard Operating Procedures for receiving, channeling and referring SEAH complaints up to the investigation stage, in collaboration with the Civil Service Commission and Ministry of Women & Social Affairs.
• Develop a comprehensive training package covering general awareness, training of trainers, and senior management modules, including PowerPoint presentations, facilitator guides, case studies and learning activities.
• Create monitoring and reporting templates with indicators to track training compliance.
• Deliver one half‑day general awareness session and two training‑of‑trainers workshops for up to 30 participants.

Required profile

• Master’s degree in law, social science, public policy or a related field.
• Relevant experience in drafting policies, developing training materials and delivering capacity‑building sessions on SEAH or related child protection issues.
• Proven ability to work with government ministries and civil service bodies.
