Disability Specialist (Fixed-Term) – Addis Ababa

About the role

The Disability Specialist will support UNICEF Ethiopia’s social protection programme, working closely with the Ministry of Women and Social Affairs and regional partners to design and implement inclusive services for children with disabilities and other vulnerable groups. Based in Addis Ababa, the role contributes to both humanitarian response and long‑term development initiatives.

Key responsibilities

• Assist in designing, implementing and monitoring inclusive social protection systems that reach children with disabilities, women and internally displaced persons.
• Manage cash transfer programmes, ensuring linkage to childcare services and promoting financial inclusion.
• Conduct fiscal analyses, macro‑economic modelling and gender‑ and disability‑responsive budgeting to inform policy and resource allocation.
• Support advocacy with ministries and regional governments for increased public investment in child‑inclusive services.
• Facilitate multisectoral collaboration with private sector, civil society and government partners to strengthen livelihoods and resilience.

Required profile

• Relevant university degree (e.g., social policy, economics, public administration, or related field).
• Proven experience in social protection, humanitarian cash‑transfer programmes, or disability inclusion.
• Strong analytical abilities and experience with budgeting, fiscal analysis or macro‑economic modelling.
• Excellent communication and stakeholder‑engagement skills, with ability to work with government ministries and partners.
