Program Manager II – Emergency

About the role

You will manage and provide technical oversight of the development and implementation of the Country Program’s emergency programming, ensuring effective systems and processes are in place that support high‑quality programming advancing Catholic Relief Services’ work in serving the poor and vulnerable. The role involves leading cross‑functional preparedness and response planning, overseeing MEAL systems, and driving funding opportunities for the emergency portfolio.

Key responsibilities

• Provide management, guidance and technical oversight of all emergency projects throughout the project cycle, ensuring compliance with CRS quality principles, donor guidelines and best practices.
• Lead cross‑functional emergency preparedness and response planning, working with sector and operations teams to develop and operationalize integrated plans.
• Develop and implement program learning and MEAL systems, including a portfolio‑level MEAL plan, processes and reporting.
• Identify and pursue new funding opportunities, serve as technical lead on proposals and contribute to budgeting and staffing plans.
• Oversee technical assistance, capacity strengthening and partnership development for staff and partner organizations.

Required profile

• Strong analytical and problem‑solving skills with ability to make sound judgments and offer innovative solutions.
• Excellent relationship‑management abilities and strategic approach to internal and external partnerships.
• Minimum of 5 years of field‑based project management experience, including 2–3 years in emergency programming.
• Proactive, resourceful, results‑oriented attitude.
