Senior Demand Promotion for Immunization Consultant

About the role

UNICEF is seeking a senior consultant to lead demand‑promotion activities for routine immunisation, new vaccine introductions and outbreak response campaigns across Ethiopia. The consultant will work from the Addis Ababa office for nine months, providing technical guidance, evidence‑based strategy development and coordination with the Federal Ministry of Health and partners.

Key responsibilities

• Design and implement a national social and behaviour‑change strategy to increase vaccine uptake, focusing on zero‑dose and under‑immunised groups.
• Strengthen community engagement and social‑listening mechanisms to capture concerns, misinformation and trust issues.
• Provide technical support to frontline health workers on interpersonal communication and vaccine‑hesitancy counselling.
• Monitor, document and report on the effectiveness of demand‑generation interventions.
• Serve as the primary liaison with the Federal Ministry of Health, UN agencies and NGOs to ensure coordinated actions.

Required profile

• Advanced degree in public health, epidemiology, social sciences or a related field.
• Minimum 8 years of experience in immunisation programmes, demand‑generation or social‑behavior change, preferably in low‑resource settings.
• Demonstrated experience working with government ministries and international partners.
• Strong analytical skills and ability to produce evidence‑based recommendations.

Required skills

• Expertise in designing and evaluating social‑behavior change interventions for vaccination.
• Proficiency in community engagement, social listening and communication strategy development.
• Ability to produce clear monitoring and reporting outputs.
