Senior Economic and Public Finance Consultant – Debt & Social Sector Financing

About the role

The consultancy will conduct a high‑level economic and public‑finance analysis of debt dynamics, fiscal adjustment, external financing pressures and social‑sector financing in Ethiopia, focusing on implications for children and future human‑capital development.

Key responsibilities

• Undertake high‑level economic and public‑finance analysis of debt dynamics, fiscal adjustment and external financing pressures in Ethiopia.
• Combine empirical, political‑economy and policy‑reform analysis to identify drivers, constraints and opportunities for protecting social‑sector investments.
• Produce evidence‑based policy recommendations and analytical products for senior decision‑makers and contribute to national and international discussions on sustainable financing for children.

Required profile

• Advanced university degree in economics, macroeconomics, development economics, public finance or related field.
• Minimum 10 years of progressively responsible experience in economics, public finance management, fiscal policy, debt management or development financing.
• Proven track record of leading high‑level analytical work and producing policy‑relevant recommendations for governments or international organisations.
• Experience working on economic policy or public finance in Ethiopia or comparable contexts is highly desirable.

Required skills

• Strong expertise in macroeconomics, public finance management, sovereign debt and fiscal policy.
• Ability to conduct rigorous empirical analysis integrating quantitative, documentary and qualitative evidence.
• Excellent analytical writing and communication skills to translate complex economic issues into clear policy recommendations.
