Technical Assistant – Information, Counselling & Legal Assistance (ICLA)

About the role

The Information, Counselling and Legal Assistance (ICLA) Assistant supports the day‑to‑day implementation of the ICLA programme in the Gerani and Sibaybi woredas of Ethiopia’s Afar region. Reporting to the ICLA Project Coordinator, the role involves providing legal information, counselling and facilitating access to civil documentation for vulnerable project participants.

Key responsibilities

• Deliver information, counselling and legal assistance to project participants in line with NRC policies and work plans.
• Record all ICLA activities using NRC templates and ensure proper filing of project documents.
• Facilitate legal and civil documentation (LCD) processes, provide legal counselling on LCD and HLP topics, and support participants to resolve issues independently.
• Conduct trainings on LCD and HLP using approved NRC materials.
• Participate in assessments, monitoring and profiling exercises as directed.
• Develop annual activity and work plans, and prepare progress reports for management.

Required profile

• University degree in Law, Political Science, Sociology or related field.
• Minimum 1 year experience in humanitarian or legal assistance contexts.
• Knowledge of humanitarian principles, code of conduct and experience working in contested areas.
• Fluency in Amharic and good spoken and written English.
• Strong communication, analytical and negotiation skills; ability to work under pressure with limited supervision.
