Cash & Digital Business Unit Head

About the role

World Vision Ethiopia is seeking a senior leader to head its Cash & Digital Business Unit. The role provides strategic, technical and operational oversight of the Cash and Voucher Assistance (CVA) portfolio across emergency, recovery and resilience programmes. The incumbent will drive innovation, scaling and partnership development to ensure cash and digital solutions achieve humanitarian outcomes.

Key responsibilities

• Lead the design, implementation, quality assurance and scaling of cash and digital assistance programmes.
• Develop multi‑year CVA strategies, business plans and donor engagement initiatives.
• Provide technical guidance on cash feasibility, market assessments and modality selection.
• Oversee integration of LMMS/ITS and other systems with payment platforms, mobile network operators and financial service providers.
• Manage operations, monitoring, evaluation, accountability and learning (MEAL) for cash programmes.
• Ensure financial stewardship, risk mitigation and compliance with donor agreements.
• Represent World Vision in national cash coordination mechanisms and build partnerships with governments, UN agencies and NGOs.
• Lead the Cash Academy to build local capacity for cash and voucher assistance.

Required profile

• University degree in international development, social protection or related field; technical training in cash and voucher assistance is an asset.
• Minimum 8 years relevant experience, including at least 5 years in managerial positions within humanitarian or development contexts.
• Proven experience in emergency response, cash assistance implementation and market analysis.
• Strong critical‑thinking, problem‑solving and communication skills, with ability to work independently in high‑stress environments.
