Disability Specialist (NO-3) – Fixed Term – Addis Ababa

About the role

The Disability Specialist (NO-3) will join UNICEF Ethiopia’s Social Policy Programme to strengthen inclusive social protection systems for children with disabilities, women and internally displaced persons. Working closely with the Ministry of Women and Social Affairs, the role focuses on designing, implementing and monitoring programmes that respond to humanitarian contexts.

Key responsibilities

• Support the development and adaptation of an inclusive social protection system covering hard‑to‑reach populations, children with disabilities and IDP settings.
• Implement and monitor humanitarian and development cash‑transfer programmes, linking them to childcare and other support services.
• Promote disability inclusion, women’s empowerment and financial inclusion to enhance community resilience.
• Conduct fiscal analyses, strengthen macro‑economic modelling and contribute to gender‑ and disability‑responsive budgeting.
• Advise the Ministry of Finance and regional governments on public investment in child‑inclusive services and domestic resource mobilisation.
• Facilitate multisectoral collaboration with private sector and civil society to improve livelihoods for youth and women.

Required profile

• Experience in designing, implementing or monitoring social protection or cash‑transfer programmes.
• Knowledge of humanitarian contexts and inclusion of children with disabilities.
• Familiarity with fiscal analysis, budgeting and resource mobilisation.
• Ability to work with government ministries, regional authorities and development partners.
