Humanitarian Access Safety and Security Officer

About the role

The International Rescue Committee is seeking a Humanitarian Access Safety and Security Officer to support the Gambella Field Office. Reporting to the Field Coordinator and technically supervised by the Country Office Safety and Security Manager, the officer will ensure the safety of staff, assets, and beneficiaries while facilitating principled humanitarian access.

Key responsibilities

• Develop, review, and update field‑level security management plans, risk assessments, and standard operating procedures.
• Coordinate with stakeholders to create and implement contingency, evacuation, and hibernation plans.
• Conduct regular security risk analyses (SRA) and produce actionable reports.
• Monitor the security situation in Gambella, providing timely alerts and recommendations.
• Support the implementation of gender‑equal and duty‑of‑care principles in all security activities.

Required profile

• Experience working in humanitarian security or access in conflict‑affected settings.
• Strong understanding of humanitarian principles, duty of care, and gender equality considerations.
• Ability to work collaboratively with field staff and external partners.
• Excellent analytical and communication skills.

• Security risk assessment (SRA) methodology.
• Development and maintenance of security management frameworks and SOPs.
• Contingency planning and evacuation procedures.
