Junior Non-Key Expert – Digital Connectivity for Agriculture & Education

About the role

The Junior Non‑Key Experts will support NTU International’s PRIDA II assignment, providing technical assistance to the African Union Commission on digital connectivity for agriculture and education. The position is based at the AUC premises in Addis Ababa with a hybrid work arrangement that combines onsite presence and remote work.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education across AU member states.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development, especially in developing or emerging economies.
• Proven ability to conduct regional analyses and produce technical reports.
• Strong analytical skills and familiarity with international digital policy standards.
