Junior Non-Key Expert – Digital Connectivity Study for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the PRIDA II Digital Connectivity Study for Agriculture and Education. The assignment will be based at the African Union Commission (AUC) in Addis Ababa, with most work performed remotely or on short‑term missions across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education across AU Member States (Work Stream 1).
• Evaluate affordable connectivity options, including technical, economic and regulatory feasibility (Work Stream 2).
• Review and develop sustainable financing and service‑delivery models, creating pricing and discount‑rate methodologies (Work Stream 3).
• Design policy and implementation strategies to promote sustainable digital connectivity, aligning with AU and national frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development in developing or emerging economies.
• Ability to produce analytical reports and strategic recommendations for multi‑regional contexts.

Required skills

• Connectivity market analysis (mobile, fixed, satellite).
• Assessment of affordability, quality and adoption of digital services.
• Development of pricing and discount‑rate models with sensitivity analysis.
• Policy formulation and stakeholder engagement for digital connectivity initiatives.
