MEAL Officer – Monitoring & Evaluation for Climate Resilience

About the role

The MEAL Officer will support the Strengthening Climate Resilience through the Integrated Landscape Project by monitoring activities, collecting performance data, and ensuring accountability across project intervention areas. Working closely with the field team, the officer will facilitate learning, reporting and external evaluations.

Key responsibilities

• Finalize and operationalize the MEAL plan, IPTT, SOPs and align indicators with the project logical framework.
• Develop and maintain MEAL toolkits such as PIRS, Action Tracker, Feedback Tracker and Quality Benchmarks.
• Lead database design, digital data collection (Kobo/ODK), data pipelines and Power BI dashboards for near‑real‑time monitoring.
• Establish Data Quality Assurance procedures, conduct spot‑checks, back‑checks and verification sampling.
• Oversee routine monitoring cycles, ensure gender‑ and inclusion‑disaggregated data, and supervise progress checklists in project kebeles.
• Prepare monthly accomplishment reports for the MEAL Coordinator and support external evaluation processes.

Required profile

• BA/BSc in Monitoring & Evaluation, Statistics, Agriculture, Livelihoods, Rural Development, Economics (advanced degree preferred).
• Minimum 3 years MEAL experience in livelihoods/economic empowerment or market‑systems programmes, with at least 2 years on Food Security & Livelihood projects.
• Experience working in pastoral contexts, preferably the Afar region, and fluency in the Afar language.
• Excellent report writing and English proficiency.
