Multi-Purpose Cash Assistance Officer

About the role

The Multi-Purpose Cash Assistance Officer (MPCA) leads the implementation of Cash and Voucher Assistance (CVA) programmes across Goncha, Dahna, Gazgiblla and Sahla Woredas. The role provides coordination, technical support and capacity‑building to ensure effective delivery of emergency cash assistance, from beneficiary targeting to digital registration and cash distribution.

Key responsibilities

• Mobilise and sensitize communities through participatory approaches, conduct entry meetings and awareness sessions.
• Facilitate and coordinate training sessions, develop TORs, training materials, and manage logistics and financial documentation.
• Integrate gender, protection and faith‑based values across all activities and develop detailed Work Breakdown Structures (WBS) for implementation.
• Develop and implement clear work plans, monitor progress, address challenges and ensure high‑quality delivery.
• Strengthen partner capacity through training, mentoring and technical support while ensuring compliance with donor, organisational and government requirements.
• Monitor local market dynamics, adjust transfer values, and lead MEAL activities including baseline, midline and end‑line assessments.
• Analyse data, prepare regular reports and document innovative approaches and lessons learned.

Required profile

• Bachelor’s degree in economics, agriculture, rural development, development studies, business administration or a related field.
• Minimum three years of experience in humanitarian cash programming, micro‑finance or related sectors.
• Experience working with community‑based organisations and local government.
• Familiarity with digital registration and cash transfer platforms.
• Proficiency in English; knowledge of the local language is advantageous.
