Project Director – HRH Systems Strengthening (Ethiopia)

About the role

The Project Director (Chief of Party) will lead Jhpiego’s Human Resources for Health (HRH) Systems Strengthening portfolio in Ethiopia, overseeing two complementary initiatives and ensuring strategic, financial, and operational excellence.

Key responsibilities

• Provide overall vision, strategic leadership, and executive management for the HRH portfolio.
• Oversee implementation of the transitioned RISE MNCHN platform and the ASCEND performance‑based activity.
• Integrate technical planning, harmonize implementation approaches, and ensure quality assurance across both initiatives.
• Maintain financial stewardship, donor compliance, and robust reporting.
• Build and sustain partnerships with the Ministry of Health, Ministry of Education, Civil Service Commission, regional health bureaus, universities, professional associations, and development partners.
• Drive measurable improvements in workforce competency, performance, institutional capacity, and health system resilience.

Required profile

• Senior leader with extensive experience managing large donor‑funded health programs in low‑resource settings.
• Proven track record in HRH systems strengthening, financial management, and compliance with U.S. government donor requirements.
• Demonstrated ability to work closely with government ministries and multi‑sectoral stakeholders.
• Strong analytical and results‑oriented mindset with experience in adaptive learning and monitoring.
