RapidPro Technical Consultant – Design, Deployment & Testing

About the role

UNICEF is seeking a RapidPro Technical Consultant to design, deploy and test an emergency education data collection system for Ethiopia. Working under the Cluster Coordinator, you will collaborate with the Ministry of Education and other stakeholders to ensure the platform meets national requirements.

Key responsibilities

• Design a RapidPro‑based data collection system aligned with Ethiopian government structures and existing EMIS workflows.
• Develop data governance frameworks, including validation, privacy, access control and accountability mechanisms.
• Set up the technical infrastructure, prepare servers, install RapidPro and configure security, databases and user access.
• Customize RapidPro to support questionnaires, automated messaging, response logic and validation rules.
• Integrate the platform with Microsoft Power BI, Microsoft Excel and the national EMIS for analysis and reporting.
• Coordinate with MoE ICT teams and Ethio Telecom to ensure seamless deployment and future upgrades.

Required profile

• Proven experience in designing and deploying RapidPro or similar mobile data collection platforms.
• Strong understanding of education data systems and government data flows.
• Ability to work closely with ministry ICT teams and telecom providers.
• Excellent analytical and problem‑solving skills.
