Senior Digital Health Advisor (Consultant)

About the role

The Senior Digital Health Advisor will provide senior‑level technical leadership to strengthen Ethiopia’s digital health ecosystem. Reporting to the Digital Health Lead, the consultant will guide design, implementation, integration and optimisation of EMRs, DHIS2, eCHIS, LIS and other health information systems.

Key responsibilities

• Lead the design, implementation and scale‑up of digital health solutions, including EMRs, laboratory information systems and disease surveillance platforms.
• Support integration of EMRs with national platforms such as DHIS2 and eCHIS, and ensure interoperability across health information systems.
• Advise the Ministry of Health on digital health strategies, policies, standards, data governance and interoperability frameworks.
• Develop dashboards, analytics and decision‑support tools to improve data‑driven decision‑making at national and sub‑national levels.
• Facilitate technical working groups, stakeholder consultations and capacity‑building activities for government counterparts and health workers.

Required profile

• Bachelor’s degree, MD, or Master’s in Public Health, Digital Health, Health Informatics, Information Systems, Computer Science or related field.
• Minimum 7 years of progressive experience in digital health, health information systems or health informatics, preferably in low‑ and middle‑income country settings.

Required skills

• Electronic Medical Records (EMR) implementation and optimisation.
• Experience with DHIS2, eCHIS, Laboratory Information Systems (LIS) and disease surveillance platforms.
• Knowledge of interoperability frameworks, enterprise architecture standards and data governance.
• Proficiency in developing dashboards, analytics platforms, data visualisation and decision‑support systems.
