Senior Director for Finance & Administration

About the role

The Senior Director for Finance & Administration will report to the Chief of Party and partner closely with project leadership to provide high‑level financial and operational oversight for two USG‑funded health projects in Ethiopia. This role ensures that financial, procurement, sub‑award, logistics and administrative functions are aligned with MSH policies, USG regulations and project objectives.

Key responsibilities

• Lead the annual budget development process, manage life‑of‑project budgets, and ensure expenditures comply with approved budgets and USG regulations.
• Maintain and monitor budget tracking systems, provide pipeline analyses and ad‑hoc financial reports to the Department of State contacts.
• Oversee contract management activities, draft and monitor implementation of contracts, and coordinate with MSH home office and partners.
• Supervise procurement, purchase order approvals, and ensure all staff are trained on USG rules and cooperative agreement compliance.
• Provide authoritative leadership on budget monitoring, financial reporting, and invoice preparation for submission to the U.S. Department of State.
• Manage sub‑award processes, including partner selection, award negotiation, compliance monitoring, and close‑out.
• Support country office management, ensuring proper licensing, registrations, tax IDs and reporting to local authorities.
• Coordinate internal and external audits, follow up on findings, and ensure robust internal controls across finance and administration.
