Senior Education Consultant – Foundational Learning (Addis Ababa)

About the role

The Senior Education Consultant, Foundational Learning will support UNICEF Ethiopia and the African Union Commission in integrating foundational learning (literacy and numeracy) into the Continental Education Strategy for Africa. Based in Addis Ababa, the role provides technical advice, designs policy tools and leads advocacy to improve learning outcomes across AU member states.

Key responsibilities

• Lead the design of a Foundational Learning and Numeracy (FLN) strategy and roadmap as part of the Continental Education Strategy for Africa (CESA 2016‑2025).
• Develop policy guidelines, tools and program designs for AU member states to implement FLN initiatives.
• Coordinate with Global Coalition, UNESCO GEMR, PAL, ADEA and other partners to align FLN activities.
• Organise AU policy advocacy events, raise awareness and mobilise commitments from member states.
• Support the Education Division, ESTI, in monitoring and reporting on FLN outcomes and learning poverty reduction.

Required profile

• Advanced degree in Education, International Development, Public Policy or a related field.
• Extensive experience (senior level) in foundational learning, literacy/numeracy programmes, and policy development.
• Proven track record working with UN agencies, governments or regional bodies on education initiatives.
• Strong analytical, strategic planning and advocacy skills.
• Excellent communication abilities in English and capacity to work in multicultural environments.
