Senior Non-Key Expert – Digital Connectivity Study for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture (PRIDA II) under the Policy and Regulation Initiative for Digital Africa II. The experts will work from the African Union (AU) headquarters in Addis Ababa, with most days performed remotely, to deliver evidence‑based analyses and policy recommendations across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education in all AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative affordable connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and perform sensitivity analyses.
• Design policy and implementation strategies that promote sustainable digital connectivity, define stakeholder roles and propose investment and financing frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, especially in developing or emerging economies.
• Proven experience conducting regional or national connectivity assessments and policy formulation.
• Ability to work across North, West, Central, East and Southern Africa and deliver high‑quality analytical outputs.
