Senior Non‑Key Expert – Digital Connectivity for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non‑Key Experts to join the PRIDA II Digital Connectivity Study for Agriculture. The experts will work from the African Union Commission (AUC) premises in Addis Ababa, with the majority of tasks performed remotely, supporting the implementation of digital strategies across the continent’s agricultural sector.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education across all AU member states.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment and financing frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development in developing or emerging economies.
• Proven experience in conducting sectoral studies, reports and strategy development for digital infrastructure.
