Consultant to Develop Guidelines for Demutualization

About the role

The Economic Commission for Africa seeks an experienced consultant to design comprehensive demutualization guidelines for the Ghana Stock Exchange. The assignment will involve diagnostic reviews, legal drafting, stakeholder engagement, and capacity building over a five‑month period in Addis Ababa.

Key responsibilities

• Conduct a diagnostic review of the Ghana Stock Exchange’s structure, governance and operations.
• Analyze relevant Ghanaian capital‑market laws, regulations and policies.
• Benchmark demutualization experiences from comparable markets.
• Consult with key stakeholders and incorporate feedback.
• Draft detailed demutualization guidelines and supporting legislation.
• Identify risks and propose mitigation measures.
• Provide technical advisory and implementation support to the Securities and Exchange Commission.
• Deliver training workshops to build regulator capacity.

Required profile

• Minimum 5 years of experience in capital markets, financial sector reform or exchange governance.
• Proven track record drafting demutualization guidelines or related legislation.
• Experience working with securities regulators, stock exchanges or finance ministries in Africa or emerging markets.
• Fluency in English (French is an asset).
