Digital Systems Capacity‑Building Consultant (Addis Ababa)

About the role

Resolve to Save Lives (RTSL) is seeking a Digital Systems Capacity‑Building Consultant to support the Ethiopian Public Health Institute (EPHI) in scaling its ePHEM and DHIS2 platforms. The five‑month independent‑contract engagement will be based in Addis Ababa and requires a full‑time effort.

Key responsibilities

• Review, revise and standardise training materials for ePHEM and DHIS2, including curricula, facilitator guides, participant manuals, user guides, job aids and presentation decks.
• Align all materials with national surveillance priorities, approved system workflows and the latest system enhancements.
• Design and update competency‑based practical exercises, case studies, simulation scenarios, training datasets and assessment tools.
• Adapt training content for diverse user groups such as data encoders, surveillance officers, PHEM personnel and managers at national and sub‑national levels.
• Support ongoing capacity‑building activities, mentoring and quality assurance for DHIS2 and ePHEM users.

Required profile

• Registered business licence to operate as a consultant in Ethiopia (or willingness to obtain one before contract signing).
• Proven experience in digital health systems, capacity‑building and training delivery.
• Familiarity with public health emergency management and national surveillance systems.
