Finance & Budget Officer – Temporary Position

About the role

The Economic Commission for Africa (ECA) is seeking a Finance & Budget Officer on a temporary basis to support its Finance and Budget Section in Addis Ababa. Reporting directly to the Head of the Finance and Budget Section, the incumbent will contribute to the preparation, review, and administration of ECA's medium‑term plans and annual budgets.

Key responsibilities

• Review, analyse and finalise the medium‑term plan and its revisions based on departmental inputs and intergovernmental recommendations.
• Provide substantive support to intergovernmental and expert bodies during plan and budget reviews, securing approvals from the General Assembly.
• Translate legislative mandates into accurate program budgets.
• Review cost estimates and budget proposals for staff and non‑staff requirements across headquarters, field offices, and peacekeeping operations.
• Ensure budget proposals comply with the medium‑term plan and other legislative mandates.
• Issue allotments, authorise sub‑allotments and manage redeployment of funds as needed.
• Monitor budget implementation and ensure appropriate expenditures.
