Finance & HR Officer – Field Operations

About the role

The Finance & HR Officer will provide combined financial and human‑resource support for DRC’s field operations in Jigjiga, Ethiopia. Working closely with the Project Manager, the officer ensures compliance with DRC policies, donor requirements and Ethiopian regulations while strengthening internal controls and accountability.

Key responsibilities

• Process and record payments for vendors, staff and casual workers, maintain cash books, perform bank reconciliations and oversee cash counts.
• Manage staff advances, payroll inputs, tax, pension and statutory deductions, and ensure accurate coding in the DYN ERP system.
• Support recruitment activities, maintain staff records, track leave, coordinate inductions and verify pension scheme registration.
• Prepare monthly financial reports, assist internal and external audits, and keep an organized, auditable filing system for all financial documents.

Required profile

• Minimum three years of experience in finance and HR roles, preferably within an NGO or similar environment.
• Bachelor’s degree in Accounting, Business Administration, Human Resources or a related field.
• Fluent spoken and written English; knowledge of Somali or Afan Oromo is a plus.
• Demonstrated ability to work under pressure, multitask and collaborate with diverse stakeholders.

Required skills

• Strong understanding of accounting principles and financial regulations.
• Proficiency with ERP systems, specifically DYN.
• Advanced Microsoft Excel and overall Microsoft Office skills.
• In‑depth knowledge of Ethiopian labour laws and related administrative procedures.
