Finance Manager – Ethiopia (Internal Applicants Only)

About the role

The Norwegian Refugee Council (NRC) in Ethiopia is seeking an experienced Finance Manager to provide strategic financial leadership for its country programme. Reporting to the Country Extended Management Group, the role ensures high standards of financial management, compliance and accountability while supporting humanitarian operations.

Key responsibilities

• Lead financial planning, budgeting, risk management and donor compliance.
• Develop SOPs and guidance for cash‑based interventions.
• Conduct regular financial analysis and advise senior management on risks and opportunities.
• Strengthen financial systems, internal controls and capacity of sub‑recipients and partners.
• Ensure compliance with EU, ECHO, USAID, UN and NRC financial policies.
• Promote high performance, accountability and resource stewardship.
• Support gender balance and localisation through recruitment and staff development.

Required profile

• University MA degree in Accounting, Finance, Business Administration or related field.
• Professional qualification (ACCA, CPA, CIMA or equivalent).
• Minimum 3 years senior finance coordination experience in complex humanitarian contexts.
• Proven results in financial leadership and management.
• Fluency in written and spoken English.

Required skills

• Advanced knowledge of ERP systems and financial software.
• Strong understanding of donor regulations (EU, ECHO, USAID, UN).
• Experience with cash‑based interventions and financial service provider assessments.
• Financial analysis, forecasting and strategic planning capabilities.
