Head of Program Operations

About the role

The Head of Program Operations is a senior Area Office position within SCI, responsible for leading program operations, awards and partnerships, MEAL and supply‑chain functions across the East Area. Reporting to the Area Manager, the role ensures consistent delivery of humanitarian programmes and acts as a key link between the Area Office, Field Offices and the Country Office.

Key responsibilities

• Lead and coordinate program implementation, staff management, resources and partner relationships across the area.
• Support the Area Manager in developing strategic plans, operational goals and annual work plans.
• Oversee awards, partnership management, MEAL systems and supply‑chain activities, ensuring compliance with SCI policies.
• Supervise the Moyale and Dollo Project Offices, with Officers in Charge reporting directly.
• Follow up on PRIME tasks, represent the office in cluster meetings and lead humanitarian planning and response.
• Collaborate with PDQ, HR, Finance, Safety & Security and other senior managers through matrix management.

Required profile

• Extensive senior‑level experience in humanitarian programme operations and management.
• Proven ability to supervise multi‑disciplinary teams and manage partnerships, awards and supply‑chain functions.
• Strong understanding of child safeguarding Level 3 requirements and risk/compliance frameworks.
• Experience working in matrix‑managed environments and coordinating with country‑level units.
• Willingness to travel regularly to field offices and project sites.
