In-Country Government and Program Specialist (Ethiopia)
YLabs · Addis
Job description
About the role
YLabs is seeking a senior In-Country Government and Program Specialist to support its climate-SRHR cost modeling workstream in Ethiopia under the Climate-SRHR project. The specialist acts as YLabs' main bridge to Ethiopian government counterparts, helping access programmatic, budget and policy data needed for a credible, locally grounded cost model. The role also supports scoping climate vulnerabilities in Ethiopia's SRHR system, developing feasible climate-adaptive interventions, validating cost estimates and engaging stakeholders. It is an independent contractor (consultancy) position, hybrid and based in Addis Ababa.
Key responsibilities
- Serve as the primary contact with the Ethiopian Ministry of Health (MoH), Ministry of Finance (MoF) and other government bodies, and use existing relationships to obtain unpublished program data, budgets and policies.
- Engage key decision-makers and technical counterparts, and help prepare and co-facilitate a high-level government and donor stakeholder convening.
- Help map SRHR service delivery in Ethiopia and scope climate vulnerabilities in the SRHR system, using literature, national data and stakeholder knowledge.
- Identify realistic climate-adaptive modifications to existing SRMCH programs that are operationally feasible.
- Provide Ethiopia-specific unit cost data and program parameters to validate the cost model, review draft outputs and tools, and assess intervention feasibility.
Required profile
- At least 10 years of relevant experience with SRHR, public health or health policy in Ethiopia.
- Active relationships with senior officials or technical counterparts in the MoH and/or MoF.
- Deep knowledge of Ethiopia's SRHR service delivery landscape, including programs, partners, data sources and financing flows.
- Experience accessing government programmatic, budget or policy data in Ethiopia.
- Excellent written and spoken English; basic proficiency with Google Workspace.
Desirable
- Experience at the intersection of climate change and health, and familiarity with Ethiopia's NAP, HNAP and other climate policies.
- Lived experience in or deep familiarity with Ethiopia.
- Experience with costed work plans, program budgeting or cost estimation for health interventions.
- Prior work with international NGOs, research organizations or bilateral donors, and experience facilitating multi-stakeholder convenings.
