International Consultant - Continental Stocktaking Consultation

About the role

The International Organization for Migration (IOM), through its Special Liaison Office in Addis Ababa and in partnership with AU-CIDO, is engaging a home-based consultant for about 6 to 8 weeks over an approximate three-month period. The consultant supports a virtual Continental Stocktaking Consultation on the implementation of the 2012 Global African Diaspora Summit (GADS) Declaration, scheduled for late November 2026. The assignment focuses mainly on post-consultation information gathering, analysis, validation and finalization of the stocktaking and consultation reports.

Key responsibilities

• Hold brief virtual introductory meetings with Member State focal points and explain their role in the information-gathering process.
• Facilitate the virtual Consultation, including introductory presentations and discussion questions, and document key discussions and recommendations.
• Carry out a desk review and gather and validate information from Member States through questionnaires, virtual interviews and consultations with AU institutions, regional economic communities and other stakeholders.
• Analyze progress across the political, economic and social pillars of the GADS Declaration, and identify achievements, good practices, challenges and lessons learned.
• Prepare a draft Continental Stocktaking Report with findings and forward-looking recommendations, present it to AU-CIDO and IOM SLO and revise it according to feedback.
• Finalize the stocktaking report and a separate Workshop/Consultation Report, then submit them to AU-CIDO and IOM SLO for review and approval.

The consultant works under the guidance of AU-CIDO and IOM SLO, submits deliverables to the designated focal points, takes part in regular coordination meetings and incorporates their feedback into the outputs.
