Junior Non-Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non-Key Experts to join the PRIDA II project, supporting the African Union Commission (AUC) in improving digital connectivity for agriculture and education across the continent. The role is based at the AUC premises in Addis Ababa, with most work performed remotely or on short‑term missions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education in all five AU regions.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles, and propose investment and financing frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics, Law or a related field from a reputable university.
• Minimum three (3) years of experience in connectivity market development, preferably in developing or emerging economies.
• Demonstrated ability to produce analytical reports, regional profiles and policy recommendations.

Required skills

• Strong analytical and quantitative assessment capabilities.
• Familiarity with mobile, fixed and satellite connectivity technologies.
• Understanding of regulatory frameworks and financing models for digital infrastructure.
