Junior Non-Key Expert – Digital Connectivity Study for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II) under the Policy and Regulation Initiative for Digital Africa II. The consultants will work from the African Union (AU) headquarters in Addis Ababa, with most days performed remotely, to help the AU improve digital connectivity across its five regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption for rural agriculture and education across AU member states (Work Stream 1).
• Evaluate technical, economic and regulatory feasibility of affordable connectivity options for underserved areas (Work Stream 2).
• Review and develop sustainable financing and pricing models, including discount‑rate formulae and sensitivity analysis (Work Stream 3).
• Design policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development, preferably in developing or emerging economies.
• Ability to analyse connectivity data, produce regional profiles and draft policy recommendations.
