Monitoring, Evaluation, Accountability, and Learning (MEAL) and Research Advisor

About the role

PATH is hiring a Monitoring, Evaluation, Accountability, and Learning (MEAL) and Research Advisor for the Integrated Innovation Highway (IIH) project in Ethiopia, a Gates Foundation-funded initiative supporting the Ethiopian Ministry of Health in identifying, assessing and scaling health innovations. The advisor provides strategic and technical leadership for the project's MEAL, research, learning and adaptive management functions, working closely with the Project Director, technical teams, the Ministry of Health, universities and other partners. The position is based in Addis Ababa, with travel to project sites as required.

Key responsibilities

• Design, implement and maintain the IIH MEAL system, including indicators, performance plans, data collection tools, reporting templates and data management systems, and oversee monitoring at national, subnational, partner and service-delivery levels.
• Analyze project data, lead performance reviews and learning sessions, and develop learning agendas and evaluations to drive adaptation and continuous improvement.
• Lead the research and evidence-generation agenda, providing technical oversight of feasibility studies, operational research and implementation research, including protocols, study designs and analysis plans.
• Support assessment of priority innovations from initial assessment through introduction, implementation and scale-up, developing indicators and frameworks to measure readiness, implementation, sustainability and scale-up potential.
• Ensure data quality, document and protect project data, and build knowledge-management systems for evidence, lessons learned and case studies.
• Document achievements, lessons learned and promising practices, and share them through learning events, briefs, publications and conferences.
