People and Culture Officer (Temporary, 6 months)

About the role

The People and Culture Officer supports the People and Culture Unit at UNICEF Ethiopia, delivering strategic and operational HR services to help achieve results for children across the country. Reporting to the People and Culture Manager, the role provides research, analysis and advisory support across talent acquisition, performance management, learning, workforce planning and HR analytics.

Key responsibilities

• Provide HR advisory support and data‑driven recommendations to managers on talent acquisition, performance management, learning and development, and workforce planning.
• Conduct research, benchmark best practices and contribute to the development of global HR policies and procedures.
• Support implementation of HR services such as recruitment, job classification, career development, performance management and HR data analytics.
• Design and deliver learning plans, map competencies and assist in building a talent pipeline.
• Collect, interpret and analyse HR data to inform decision‑making and improve HR information management.

Required profile

• Bachelor’s degree in Public Administration, International Relations, Sociology, Social Sciences or related field.
• Minimum 2 years of relevant experience in talent acquisition, performance management, learning & development, workforce planning, HR analytics or related HR functions.
• Fluency in English; knowledge of another UN language or local language is an asset.
