Planning, Monitoring & Evaluation Specialist – UNICEF Ethiopia (6 months)

About the role

UNICEF Ethiopia is looking for a Planning, Monitoring & Evaluation Specialist to support the System Transformation of Education Programme (STEP). The specialist will work closely with the Ministry of Education, UNICEF Education Team and regional partners to ensure effective planning, monitoring, evaluation and reporting of the STEP programme, with a focus on gender equity and results‑based learning.

Key responsibilities

• Provide technical expertise for education programme planning, monitoring and evaluation across STEP target woredas.
• Support the development and implementation of results‑based monitoring frameworks and reporting tools.
• Conduct equity‑focused data analysis and contribute to sector‑wide education analysis.
• Facilitate capacity‑building workshops for Ministry of Education staff and UNICEF education partners.
• Ensure timely and accurate reporting to the Global Partnership for Education (GPE) and other donors.

Required profile

• University degree in Education, Social Sciences, Development Studies or a related field.
• Minimum 5 years of professional experience in education programme planning, monitoring and evaluation.
• Demonstrated experience working with government ministries and international donors.
• Strong analytical skills and ability to produce evidence‑based recommendations.
• Fluency in English; knowledge of Amharic is an advantage.
