Program Manager II - Emergency

About the role

The Program Manager II – Emergency will lead the design, implementation and oversight of Catholic Relief Services’ emergency programming in Ethiopia. Reporting to the Deputy Head of Programs, the role ensures high‑quality, impact‑driven interventions that serve the poor and vulnerable.

Key responsibilities

• Provide technical oversight and management of all emergency projects throughout the project cycle, ensuring compliance with CRS quality standards, donor guidelines and best practices.
• Supervise and develop the Emergency Program team, handling performance management, coaching and staff well‑being.
• Lead cross‑functional emergency preparedness and response planning in partnership with sector and operations teams.
• Design and implement MEAL systems for the emergency portfolio, producing learning products and disseminating best practices.
• Identify and pursue new funding opportunities, lead technical writing for proposals and contribute to budgeting and staffing plans.
• Oversee technical assistance, capacity‑strengthening activities and partnership development for staff and implementing partners.

Required profile

• Master’s degree in International Development, International Relations or a related field (or equivalent experience).
• Minimum five years of field‑based project management experience, including at least two to three years in emergency programming.
• Strong analytical, problem‑solving and relationship‑management abilities.
• Proactive, results‑oriented mindset with excellent presentation and facilitation skills.

Required skills

• MEAL (Monitoring, Evaluation, Accountability, Learning) expertise.
• Project grants management, including design and donor compliance.
• Proficiency with MS Windows and MS Office suite (Excel, Word, PowerPoint).
• Experience using web‑conferencing applications and information‑management systems.
