Resources Management Officer (P) – Expression of Interest

About the role

The Resources Management Officer (P) will support the Country Office and Special Liaison Office in Ethiopia by overseeing financial, human‑resources and administrative functions. Reporting to the Chief of Mission and the Head of Resources Management, the officer will ensure that all activities comply with IOM policies and donor requirements.

Key responsibilities

• Monitor and oversee financial management for all activities of the Country Office and Special Liaison Office, ensuring compliance with donor agreements.
• Conduct financial analysis of projects, prepare budgets, and produce donor financial reports in line with IOM reporting standards.
• Supervise treasury functions, forecast cash flows, and manage disbursements across the Country Office, Special Liaison Office and Sub‑Offices.
• Validate receipt and disbursement of funds, control expenditures, and analyse variances between budgeted and actual spending.
• Assist the Head of Resources Management in coordinating and reviewing budgets, financial reports and other donor‑related requirements.
• Provide HR and administrative support to staff in the Country Office, Special Liaison Office and Sub‑Offices.
• Liaise with the Department of Financial and Administrative Management at Headquarters and the Global Shared Services Center in Manila for technical and procedural guidance.

Required profile

• Candidates must be internal or external members of the IOM Pathways Pool.
• Relevant experience in financial management, budgeting, treasury or donor reporting within an international or UN‑related environment.
