Senior Finance and Budget Assistant

About the role

The Economic Commission for Africa (ECA) in Addis Ababa is looking for a Senior Finance and Budget Assistant to support the Facilities Management Section of the Administration & Conference Management Division. Reporting to the Chief, the incumbent will manage budgeting, financial monitoring, and compliance with UN accounting standards.

Key responsibilities

• Handles allotment advice and monitors approved budgets for all projects and activities within the Section.
• Discusses budget, yearly procurement and activity plans with Unit Heads and prepares the Section’s budget.
• Distributes approved budget to Units according to their procurement plans and records appropriations.
• Prepares monthly financial reports, compares actual usage against plans, and provides analysis to the Chief.
• Advises Units on proper use of funds, procurement procedures and financial activities.
• Ensures the flow of financial information within the Section and with related offices.
• Implements accounting procedures in line with IPSAS requirements.
• Recognises, records and reports assets under the Section’s custody, including PP&E.
• Follows up on audit recommendations and ensures PP&E are registered once ownership is transferred to the UN.
• Handles UMOJA‑related actions for all approved requests.
