Senior Non-Key Expert – Digital Connectivity Study for Agriculture

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture (PRIDA II) under the African Union’s Policy and Regulation Initiative for Digital Africa II. The experts will work from the AU Commission premises in Addis Ababa, with most days performed remotely, to deliver four inter‑related work streams across all five African regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption for rural agriculture and education across AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative affordable connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and perform sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment and financing frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum eight years of experience in connectivity market development, preferably in developing or emerging economies.
• Proven ability to conduct multi‑regional analyses and produce technical reports.
