Senior Non‑Key Expert – Digital Connectivity Study for Agriculture

About the role

NTU International is seeking three Senior Non‑Key Experts to support the PRIDA II Digital Connectivity Study for Agriculture. The experts will work under the African Union (AU) framework, delivering technical assistance to improve digital connectivity for rural agriculture and education across all five AU regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of mobile, fixed and satellite connectivity in AU Member States.
• Evaluate technical, economic and regulatory feasibility of affordable connectivity options for underserved rural areas.
• Review and develop sustainable financing and service‑delivery models, including pricing and discount‑rate methodologies with sensitivity analysis.
• Design policy and implementation strategies to promote sustainable digital connectivity, aligning with AU and national frameworks.

Required profile

• Master’s degree in Communications/Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum eight (8) years of experience in connectivity market development in developing or emerging economies.
• Proven experience in conducting connectivity assessments, cost modeling and policy analysis.
