About the role
NTU International is seeking a Senior Transport Legal Reform Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on strengthening legal and regulatory frameworks for sustainable, smart, and resilient mobility across the ECOWAS region.
Key responsibilities
- Review, draft, and harmonise transport‑related laws, regulations and institutional frameworks.
- Provide legal assistance on road transport governance, axle‑load control, road‑maintenance financing and corridor management.
- Develop and implement ECOWAS transport legal instruments, supplementary acts and regional agreements.
- Advise ECOWAS institutions and Member States on regulatory alignment and legal harmonisation.
- Support reforms related to Road Maintenance Funds, Corridor Management Authorities and border‑management systems.
- Prepare legal analyses, regulatory assessments, policy papers and technical reports.
- Coordinate with ECOWAS bodies, national authorities, legal experts and development partners.
- Deliver workshops, consultations and capacity‑building activities on transport legal frameworks.
- Contribute to monitoring, reporting and technical reviews of legal reform activities.
Required profile
- Master’s degree in law, transport law, public policy, international law or a related field.
- Minimum 10 years of professional experience in legal and regulatory reform, public‑sector governance or transport legislation.
- Proven experience on infrastructure, transport or regional integration projects in developing countries, preferably Sub‑Saharan Africa.
- Experience with international development cooperation and donor‑funded programmes.
- At least 7 years of experience drafting, reviewing or implementing transport‑related legislation and institutional reforms.
- Demonstrated expertise in regional legal harmonisation and transport governance frameworks.
