Supply Chain Officer - Procurement

About the role
The International Rescue Committee is seeking a solutions‑driven Supply Chain Officer to manage procurement activities across its offices. Reporting to the Senior Supply Chain Officer, you will coordinate the full procure‑to‑pay cycle, maintain fleet operations, and ensure compliance with IRC policies and donor requirements.
Key responsibilities
- Execute transparent purchases of goods, services, and construction works at best value.
- Collaborate with internal and external stakeholders to prepare procurement plans supporting program implementation.
- Process purchase requests using the online BVA procurement system and prepare tender documents.
- Participate in tender meetings, evaluate bids, and conduct vendor due diligence.
- Negotiate contracts with suppliers, ensuring documented, value‑for‑money outcomes.
- Maintain price rosters, approved supplier lists, and framework agreements.
- Track purchase requests, generate routine reports, and update the IRC metrics system.
- Prepare and execute contracts, monitoring compliance with terms and conditions.
Required profile
- Strong commitment to humanitarian principles and IRC’s mission.
- Ability to work under direct supervision while maintaining independence and accountability.
- Excellent attention to detail and adherence to audit‑compliant record‑keeping.
- Effective communication and coordination with program staff and external partners.
