WASH Technical Advisor – Operations & Maintenance

About the role

Splash is seeking a senior WASH Technical Advisor to lead Operations & Maintenance (O&M) strategy implementation across its school‑based programs. The role will translate global O&M guidance into locally owned models that ensure reliable daily water, sanitation and hygiene services in schools.

Key responsibilities

• Support country teams in Ethiopia, Zambia and Malawi to embed Splash’s sustainable O&M strategy into work plans.
• Convert the global O&M framework into actionable plans, tools, decision gates and guidance for pilot, delivery and exit phases.
• Coordinate with governments, utilities, maintenance providers and supply‑chain partners to establish financing, workforce and accountability systems before handover.
• Monitor and evaluate O&M performance, identify gaps and recommend corrective actions.
• Provide technical mentorship to local counterparts and ensure knowledge transfer for long‑term sustainability.

Required profile

• Manager‑level experience in WASH, water‑infrastructure or related international development projects.
• Proven ability to work across system‑level (government, utilities), service‑level (maintenance providers) and school‑level contexts.
• Strong analytical and planning skills with a track record of translating strategy into operational plans.
• Excellent communication skills for multi‑stakeholder environments.
