Consultant – Strengthening PSEAH for Government (60 days)

About the role

UNICEF is recruiting a national consultant to support the Ethiopian government in strengthening its Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) framework. The 60‑day assignment will be based in Addis Ababa and focuses on policy development, training design and capacity building.

Key responsibilities

• Draft Standard Operating Procedures for receiving, channeling and referring PSEAH complaints up to the investigation stage.
• Develop a comprehensive training package, including general awareness sessions, a 2‑3 day Training‑of‑Trainers curriculum, and specialised modules for senior management.
• Create monitoring and reporting templates with indicators for training compliance.
• Deliver one general awareness training and two ToT sessions for up to 30 participants.
• Collaborate with the Civil Service Commission, Ministry of Women & Social Affairs and other relevant stakeholders.

Required profile

• Master’s degree in law, social science, public policy or a related field.
• Proven experience in PSEAH, policy development, and training design.
• Experience working with government ministries and UN agencies.
• Strong knowledge of child protection and gender issues.

Required skills

• Proficiency in preparing training materials using PowerPoint.
• Ability to draft clear SOPs and policy documents.
• Facilitation and training delivery skills.
