Consultant – Strengthening PSEAH for Government (60 days)

About the role

UNICEF is seeking a national consultant to support the Ethiopian government in strengthening prevention of sexual exploitation, abuse and harassment (PSEAH). The assignment is for 60 days based in Addis Ababa and focuses on drafting procedures, developing training materials and building monitoring mechanisms.

Key responsibilities

• Draft Standard Operating Procedures for receiving, channeling and referring SEAH complaints up to the investigation stage.
• Develop a comprehensive training package, including PowerPoint presentations, facilitator guides, case studies, learning activities and feedback forms.
• Design three training modules: a half‑day general awareness session, a 2‑3‑day Training‑of‑Trainers (ToT) programme, and a senior‑management/supervisor training.
• Create a monitoring and reporting template with indicators for training compliance.
• Deliver the general awareness training and conduct two ToT sessions for up to 30 participants.

Required profile

• Master’s degree in law, social science, public policy or a related field.
• Minimum eight years of experience implementing safeguarding or PSEAH policies in NGOs, UN agencies or government settings.
