Junior Non-Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II) under the Policy and Regulation Initiative for Digital Africa II. The experts will work from the African Union premises in Addis Ababa, with most days performed remotely, to assess and promote affordable digital connectivity across all five AU regions.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education (Work Stream 1).
• Evaluate affordable connectivity options and their technical, economic and regulatory feasibility (Work Stream 2).
• Review financing and service‑delivery models, develop pricing and discount‑rate methodologies (Work Stream 3).
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications/Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development in developing or emerging economies.
• Ability to work across the five AU geographic regions (North, West, Central, East, Southern Africa).
