Junior Non-Key Expert – Digital Connectivity Study (PRIDA II)

About the role

NTU International is supporting the Policy and Regulation Initiative for Digital Africa II (PRIDA II) and is looking for three Junior Non‑Key Experts to contribute to a digital connectivity study focused on agriculture and education across the African Union.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption for rural agriculture and education, covering mobile, fixed and satellite services.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and perform sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development in developing or emerging markets.

Required skills

• Knowledge of mobile, fixed and satellite connectivity technologies.
