Legal Mapping Consultant – Public Food Procurement & Services

About the role

The Legal Mapping Consultant will support the Cardiovascular Health team at RTSL by analysing Ethiopia’s legal framework for nutrition and public food procurement. The focus is on identifying gaps and providing actionable recommendations to regulate unhealthy diet procurement in public facilities.

Key responsibilities

• Review policy documents, regulations and legal texts related to nutrition and public food procurement in Ethiopia.
• Identify and map existing legal frameworks governing unhealthy diet procurement and service delivery.
• Analyse strengths, weaknesses and gaps of each framework and propose improvements.
• Conduct comparative analysis of alternative policy approaches and assess their impact on intended outcomes.
• Engage in consultative discussions with RTSL’s Senior Legal Advisor to validate findings and recommendations.
• Prepare a concise report with actionable legal recommendations aligned with national legal development standards.

Required profile

• Registered business license in Ethiopia or willingness to obtain one before contract signing.
• Experience conducting legal landscape analyses, preferably in the nutrition or public procurement sector.
• Strong understanding of Ethiopian legal processes and policy development.
• Excellent analytical and written communication skills.
