Senior Non-Key Expert – Digital Connectivity for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture under the PRIDA II programme. The experts will work from the African Union Commission premises in Addis Ababa, with the majority of tasks performed remotely, to assess and improve digital connectivity for agriculture and education across all African regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of mobile, fixed and satellite connectivity for rural agriculture and education in AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and develop sustainable financing, pricing and discount‑rate models for connectivity services.
• Design policy and implementation strategies that align with AU and national frameworks and propose investment and financing plans.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum eight years of experience in connectivity market development, preferably in developing or emerging economies.
• Proven ability to conduct multi‑regional analyses and produce technical reports for policy‑oriented projects.
