Senior Non-Key Experts – Digital Connectivity Study for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non‑Key Experts to join the PRIDA II project, supporting the African Union’s digital connectivity strategy for agriculture and education. The position is based at the AU Commission in Addis Ababa, with the majority of work performed remotely or on short‑term missions across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education across AU Member States (Work Stream 1).
• Evaluate affordable connectivity options, including technical, economic and regulatory feasibility for underserved areas (Work Stream 2).
• Review and develop sustainable financing and service‑delivery models, creating pricing and discount‑rate methodologies (Work Stream 3).
• Design policy and implementation strategies to promote sustainable digital connectivity, aligning with AU and national frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, preferably in developing or emerging economies.
• Demonstrated experience in conducting regional connectivity assessments and policy analysis.
