Senior Non‑Key Expert – Digital Connectivity for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture under the PRIDA II programme. The consultants will work from the African Union Commission premises in Addis Ababa, with the majority of tasks performed remotely or on mission.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education across all African Union member states.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas and recommend scalable options.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment and financing frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, especially in developing or emerging economies.
• Proven experience in conducting sector‑wide assessments, policy analysis and financing model design.
